Closer to the end of the game, Scarlett Eyler sees the Oracle as a child with white hair, with striking similarity to Charlotte, but alternating between forms of different hair lengths and ambiguous gender. They taunt Scarlett about the truths she is not willing to accept, such as the fact that she is not as perfect as her brother (and she herself) made her out to be in attempt to get her to make a wish and allow them to possess her.
They are inherently different from the oracles from the previous episodes. For instance, in EP 3, the Oracle is not a Pythia; instead, it is revealed by Felix Honikker of Q84's world that the Oracle is a part of Mother that has been put into every version of Charlotte Wiltshire. This Oracle is described as a parasite, invisible to the naked eye until it gains a host. Taking in the Oracle grants the host incredible power, or the power to make one final wish, but shortens the host's lifespan to approximately a week. In addition, it kills the host soon after they make their wish, as it was originally intended to be used by Charlottes, who would end their story and their role as protagonist after making their wish.
Scarlett kills V19 (under an influence that is strongly implied to have been caused by V19's own wish), she is distraught because she only wished to understand V19. The Oracle grants her wish and puts her into a Charlotte vessel, who becomes the Charlotte Wiltshire that is the protagonist of EP 1 and EP 2.
