Scarlett Eyler was a character that appeared briefly in both Hello Charlotte Episode 2 and Hello Charlotte: Delirium, and also appeared predominantly in Hello Charlotte Episode 3. She was Charlotte's class representative, as well as a student council member.
Personality
Scarlett is described as "an athlete and unrivaled beauty, who always gets what she wants" and an "ideal person" by Charlotte. She seemed to be very strict, "unapproachable and reserved", and very dedicated to her schoolwork (having straight A's). Charlotte notes that she was a "scary person" who didn't seem like the type to attempt suicide.

Hello Charlotte 2
Scarlett's first and only appearance is during an event that transpires when Charlotte visits the Cafeteria and speaks to C during the first day at school. Partway through one of his sentences, the other students in the Cafeteria will interrupt saying "that Eyler" is about to jump off the rooftop.
Scarlett's suicide shakes Charlotte enough that she leaves school early that day and forgets to talk to Anri.
Though Charlotte never spoke to or knew her, this seems to not be the case in every timeline - later in the game, Umbrella Man will say Charlotte "will never listen if it's not Eyler pushing [her] to the wall" before correcting himself.
Delirium
Scarlett appears shortly as "Ms. Intruder", who breaks into Charlotte's house and is found staring absentmindedly at a television until Charlotte incapacitates her with a syringe after she found Anri, then brings her to Bennett and Felix, who tells them that Scarlett had been really rude, because she had come to ruin the fun, so Bennett and Felix tear her body apart in various ways, while Charlotte and Anri watch, and after a while Charlotte uses the power of the Oracle to consume her and uses her energy to create the Meat World, and transport herself and Anri there.
Hello Charlotte 3
Scarlett's first appearance is when Q84, Anri, Girl A, Girl B and Girl C are hanging out on the school rooftop. Scarlett notes that they are skipping lessons again, and she tells them that the rooftop is off limits, and that it isn't the first time she had caught them there. Girl C apologies on behalf of the group, but Scarlett tells them that an apology won't cut it. Girl A promises that they wouldn't do it again, so Scarlett tells them to get off the rooftop or she'll call the teachers. Scarlett asks Anri if she really needs to be around Q84 and her gang, and that she'll be better off without them. She seems surprised when Anri tells her that Q84 and her gang are her friends, then she tells them to leave, and that she won't be repeating herself. She then leaves them and heads back into the school.
Scarlett appears again the next day, during the morning at school, appearing on the second floor. Scarlett approaches Q84 and Anri when the pair step out of the elevator. Scarlett notes Q84's presence, and Q84 says hello and asks why Scarlett is speaking to her. Scarlett tells her she is watching her, and Q84 replies that she hasn't done anything illegal. Scarlett is sceptical, and asks about White Society and it's activities. Q84 wonders what she means by that, and repeats that she hasn't broken a single rule, and neither have the members of White Society, then tells Scarlett she should know better than anyone. Scarlett agrees with that, so Q84 tells Anri it's time to go, and tells Scarlett to mind her own business, to which Scarlett remains silent. If Q84 talks to her again, Scarlett asks if she needs something, and Q84 tells her she doesn't need anything.
Scarlett's next appearance is her first True Realm appearance, appearing after Charles has finished talking to Vincent. Scarlett puts her hand on Charles' shoulder, causing his stomach to turn. She asks Charles if he is procrastinating again, unnerving Charles. Scarlett tells Charles that he received 89 points on his test, asking him of he knows what that means. Charles takes 10 pills, and Scarlett disappears.
Scarlett appears again back in the False Realm the next day at school, appearing out of the infirmary when Q84 is about to talk to Charles. She greets Q84, who responds in kind, and asks her if she plans on skipping class again. Q84 says she won't, and Scarlett calls her a liar, then asks her if she knows where Anri is, saying that Anri isn't coming to school anymore, and that Q84 knows where she is. Q84 tells her that she doesn't know what Scarlett is talking about. Scarlett asks if Q84 is worried about Anri, which confused Q84, who tells Scarlett that Anri isn't her friend, shocking Scarlett, and that Anri is Q84's stalker, further shocking Scarlett. Q84 then tells Scarlett that she has to go, and that she'll see her.
Scarlett Eyler appears again during the third episode of Execution Hour. Just as Q84 is about to announce Anri's fate, Scarlett approaches them. Q84 is surprised, and tells her that this area is off limits. Scarlett stabs her, then gives Anri the chance to escape, telling her to get out of there. Scarlett stabs Q84 repeatedly, then to the White Society audience, telling them that the broadcast is stopping, and that this shitshow is ending.
Scarlett's next appearance is in the True Realm, after Charles has returned from his date with Anri. He realizes he has run out of pills, and Scarlet asks him if he is working on his "worthless fanfic" again. Charles tells her it isn't a fanfic and it isn't worthless. Scarlett tells him that it's illogical and pointless, and that Charles doesn't even know where he is taking the plot. She adds that the cast is boring and repetitive, except for the main character, who's mentally disabled. Charles tell her don't insult his daughter, and that there is no concept of free will in his story, and that all his characters are controlled by the parasite. Scarlett tells him that that's just him making up excuses for a failure of coherent storytelling. Charles tells Scarlett she is annoying for a tulpa, and that C complimented him. Scarlett tells Charles that C was being polite, and that Charles knows it. She tells Charles that he's losing focus, and that he'll never pass his entrance exams if he keeps doing unnecessary things. She asks him if he's giving up, and doesn't he want to become a doctor for Mother's sake. Charles says he does, so Scarlett tells him to close the program, do the cleaning and start studying for his tests, and the he knows what will happen if he doesn't. Charles agrees, then notices a message from C. He notes that C has been acting weirdly lately, and asks Scarlett for five minutes, who reluctantly agrees, telling him she's counting.
